Phnom Penh – In response to a widely circulated video of inmates partying and drinking inside Prey Sar Prison, Prime Minister Hun Manet has announced significant changes in the management of the facility, also known as M1 Prison. During a celebration for the 30th anniversary of the 70th Brigade on October 15, 2024, the Prime Minister assigned Deputy Prime Minister and Minister of Interior Abhisit Bandit Sar Sokha to conduct a thorough review of the prison’s management and operations.
The Prime Minister emphasized the need for reforms to ensure security and discipline within Cambodia's prison system. He stated that these changes will include adjustments and strengthening of prison institutions across the country, with a particular focus on Prey Sar Prison.
This announcement comes in light of a statement from the General Department of Prisons on October 14, which addressed the recent controversy surrounding the video depicting ethnic detainees engaged in drinking and dancing activities, allegedly within the confines of the First Correctional Center. Authorities are currently investigating the specifics of the incident to ensure accountability among the involved parties.
To uphold the integrity of the prison management system, the General Department has dispatched specialized officers to inspect the circumstances surrounding the incident, including reviews of the role of commune and prison officials at the First Correctional Center.
Mr. Nut Savana, spokesman for the General Department of Prisons, confirmed the department's commitment to transparency regarding the ongoing investigation. He reiterated that the Ministry of Interior will not tolerate inefficiency among its personnel and is committed to aligning with the reform policies of the Royal Government's Pentagon Strategy. He revealed that a meeting chaired by Dr. Sar Sokha on October 14 focused on implementing strict regulatory measures in response to the incident.
The General Department of Prisons is expected to release the findings from their investigation to the public once the review is complete. For further details or inquiries, individuals are encouraged to contact the General Department of Prisons at 085 880,000.
